QS Specialist

Main tasks

  • Prepare and assist Project Director/Commercial Manager in preparing tenders, tender documents, contracts, holding contractor and supplier interviews, preparing tender assessment reports at the various stages of tendering, negotiating price and scope, making recommendations on contracting;
  • Monitoring contracts and report to immediate supervisor discrepancy and/or non – conformance if any;
  • Prepares project cost estimates, cost plan and pre-tender estimates;
  • Cooperate with design or Project team to develop and manage Possible VE list;
  • Collect possible tenderers list and guide pre-qualification process;
  • Review and process progress requests for payment, ensure that works are properly coordinated and carried out following contractual obligations and owners’ instructions;
  • Participate in the preparation of weekly, monthly and other reports as required;
  • Review contract terms presented by Consultants and contractors and negotiate our position to advantage or fairness;
  • Coordinate with PM, PD to make certain that the terms, conditions and deliverables properly address the needs of the project and are properly and adequately conveyed and agreed in the contract;
  • Advise and assist Project Director/Commercial Manager in resolution of contractual disputes;
  • Make certain changes in legislation are implemented as required on the projects;
  • Ensure project cost controls are properly monitored and actions are timely;
  • Monitor and report on market costs (e.g., concrete, rebar, glass, aluminum, etc.);
  • Monitor the fulfillment of insurance requirements by both the company and the contractor – reconcile coverage to make certain coverage is completed;
  • Liaise with internal legal department on all legal matters;
  • Monitor budget vs cost and report;
  • Perform related duties as assigned.


  • Bachelor’s Degree in Construction, Engineering and/or certificates in related fields;
  • Strong knowledge of Quantity Surveyor; experience in Cost Consultant company can be an advantage;
  • Good English speaking and writing skills;
  • Understanding the QS roles in the projects
  • Proficient in Computer skills, MS Office, QS related software if any;
  • Knowledge in AutoCAD is an advantage;
  • At least five (05) years of continuous experience in Quantity Survey for Building and Infrastructure projects;
  • Has been directly involved IPC evaluation for Consultants and Contractor Package;
  • Be able to work independently to carry out the task and meet deliverable expectation to manage team’s deadlines;
  • Willing to travel if required.
